Before you set the F4 size, you need to know that the F4 paper size is 215mm x 330mm. And the F4 size is different from the A4 and quarto (Letter) paper sizes.
To set F4 paper in Photoshop:
1. Click File and select New to open a new page in Photoshop
2. Set the paper size to F4, width 215mm x 330mm
3. Click OK
4. Select Background Contents, white, background color or transparent.
